NA permits in Maharashtra are granted by the District Collector, with smaller conversions sometimes delegated to the Sub-Divisional Officer or Tehsildar. Districts with active Mahabhulekh digitisation (most of the state, as of this writing) let applicants pull their 7/12 extract online, which speeds up document verification. Conversion premium rates are set by district-level Ready Reckoner notifications, so the effective cost varies significantly between, for example, Mumbai suburban districts and rural districts.
